HR and Finance Officer Position Summary:
The HR and Finance Officer is a unique hybrid role that combines traditional HR functions with the specific challenge of navigating government bureaucracy on behalf of a media organisation with the
accurate and timely management of all financial processes. You will be the key point of contact for all staff matters and for ensuring our legal and operational compliance in Romania, while running
a multi-currency payroll for a team of employees and a global network of freelance correspondents and analysts.
The HR and Finance Officer position will split as the company grows, and an evident need for two specific positions will be revealed.
Key Responsibilities:
- Manage the entire employee lifecycle for our diverse team: onboarding, contracts, benefits administration, and offboarding.
- Act as the primary liaison with Romanian government bodies for matters including residency permits, work visas, labour law compliance, and corporate registration.
- Develop and implement HR policies and procedures that align with both Romanian law and the unique needs of a 24/7 news organisation.
- Serve as a trusted confidant and resource for staff, addressing questions related to employment, benefits, and local regulations.
- Maintain meticulous and confidential personnel records and ensure all mandatory government filings are completed accurately and on time.
- Coordinate with external legal counsel on complex immigration or regulatory issues.
- Manage accounts payable and receivable, including processing invoices and issuing payments to a global network of freelance contributors in various currencies.
- Prepare and submit all mandatory financial reports, VAT returns, and annual statements to the Romanian authorities.
- Maintain accurate and detailed financial records using advanced accounting software.
Required Qualifications:
- 3–5 years of experience in an HR generalist or government relations role, ideally within an international company, and 2–3 years of experience in a finance, accounting, or payroll role, with a strong preference for candidates with experience in media, international trade, or NGOs
- In-depth knowledge of Romanian labour law, immigration procedures, and social security systems and knowledge of Romanian payroll legislation, tax code, and financial reporting requirements
- Full professional fluency in English and Romanian (written and spoken); proficiency in Arabic is a highly desirable asset.
- Exceptional problem-solving skills and a proven ability to navigate complex bureaucratic processes.
- High degree of discretion, empathy, and cultural sensitivity when handling staff matters.
Compensation:
